Continuing our efforts to make maximum people aware about right to information, Kabir is starting two shows in a week on AIR FM channel. The programme would be aired at 5 pm every Wednesday and Sunday on AIR FM's Rainbow channel and would be relayed in following cities:

Programme coverage :-

Uttar Pradesh, Bihar, Uttarakhand, Rajasthan, Himachal Pradesh, Jammu Kashmir, West Bengal, Assam, Nagaland, Meghalaya, Maharashtra, Kerala and Goa apart from Delhi.

Broadcast stations : -

Delhi, Aligarh, Kanpur, kasauli (uttaranchal), Madhubani, Jammu, Kochi, Kurseong, Mussorie, and Shillong.

The show is being hosted by Manish Sisodia and Ruchi Jha of Kabir. The first Wednesday show would be on air on 16th September, 2009 at 5 pm.

The program will be in the form of a chit chat along with entertaining songs. The Wednesday programme focuses on making people aware about the usage of Right to Information in their lives, procedure to file RTI application and also presenting such examples wherein the marginalized segment has used RTI and brought a remarkable change in their living style.

One such example is of an old lady in Madhubani district in Bihar who used RTI to get the money allotted through Indira Awaas without paying any bribe to officials.

Similarly, Santosh Singh of Dhansoi village in Bihar raised questions through RTI on his area to be awarded ‘Nirmal Gram Award’ when maximum house in his village had no toilets. RTI proved to be a boon as toilets were constructed immediately in several houses.

A similar example taken up is of manual scavengers in a village in Uttar Pradesh and how RTI helped in bringing change in their living style.

Aggrieved I filed my first appeal on stating that the above provisions did not apply to the information sought by me in my RTI application. The First Appellate Authority in its order dated dismissed the appeal “on the grounds of non-merit of the case. Hence this second appeal.
5.	If the appeal is preferred against deemed refusal, the particulars of the application, including number and date and name and address of the central public information officer to whom the application was made	No.
6.	Prayer or relief sought	Please order the PIO to provide complete information within seven working days without charging any fee as the PIO has not provided the information within stipulated period. As the PIO has not provided the information so far, the commission is also requested to impose a penalty under Section 20(1) of the Right to Information Act 2005 and also order for the departmental disciplinary proceedings under section 20(2) of the Right to Information Act 2005.
7.	Grounds for the prayer or relief	As the PIO has not provided the complete information so far, this appeal is filed as per section 19 of the Right to Information Act 2005. The PIO is also required to provide the information for free under section 7(6) of the Right to Information Act 2005. This Hon’ble Commission is also empowered to impose penalty and order for the disciplinary proceedings against the PIO under section 20 of the Right to Information Act 2005.

Are these officials guilty of violation of sec 217 of IPC and sec 13(1)(d) of Prevention of Corruption Act for not taking action as per law and as required of them?
These officials are guilty of conniving with the offenders of law and procuring benefit to them in contravention with the law. They are also guilty of abetting the crime through their inaction. They are also guilty of dereliction of duty. By when will these cases be referred to the vigilance?
What further action will be taken against the officials and when?
By when will the said violations be removed now?
How many complaints has the MCD received from any quarters regarding commercial use of residential properties in ………….. during the period ………..…… to ……………. Please indicate the daily progress made on each of these complaints.
Please give the names and designations of the officials with whom each of these complaints were lying during this period. Please intimate the periods when it was lying with which officer and what was the action taken by that official during that period.
